Project Description:
Located at the South Carolina Disabilities Collaborative, TECS is a project of the Center for Disability Resources at the University of South Carolina?s School of Medicine, Department of Pediatrics.
With funding from the Office of Special Education Programs, TECS serves as the training and technical assistance center for South Carolina?s system of early intervention services under Part C of the Individuals with Disabilities Education Act (IDEA) of 1997. Technical assistance, training, and supportive consultation are available to families of young children with special needs, DHEC/BabyNet, its collaborating agencies, and early childhood and child development programs and agencies serving as sources of referral to BabyNet.
Formerly known as the Early Intervention Technical Assistance Collaborative (EITAC), TECS staff represent the fields of adult learning, counseling, early intervention, health education, psychology, and special education. Specific services and activites:
*Ongoing professional development opportunities through the Infant-Toddler Training Institutes (effective February, 2003):
1)Service Coordination: child find and referral, family-centered services, procedural safeguards, evaluation for eligibility, service coordination, family and child assessment, Individualized Family Service Plans, delivering services in natural environments, and transition.
2)Parent education and Special instruction strategies.
3)Supervision and mentoring.
*The South Carolina Infant-Toddler Credential.
*Staff support to the South Carolina Interagency Coordinating Council (SCICC)and its standing committees.
*Support to The Center for Disability Resource Library.
*Dissemimation of The Early Intervention Curriculum.
*Maintenace of BabyNet E-Works and TECSINFO list-serve.
*Evaluation of Individualized Family Service Plans (IFSP) outcomes for families and children.
*System-wide monitoring for federal and state compliance with the Individuals with Disabilities Education Act.
*Regional training, technical assistance and supportive consultation to members of local Interagency abyNet Coordination Teams.
*Development and implementation of the Comprehensive System of Personnel Development (CSPD) for Part C of IDEA.
