Project Description:
Alaska's Early Intervention/Infant Leaning Program (EI/ILP), a state agency in the Office of Children Services, provides early intervention services, early identification, screening, evaluation and developmental services, through a home-based, family-centered service model to infants and toddlers who experience disabilities, developmental delays or who are at risk for such delays. The Center for Human Development (CHD) is contracted to provide several aspects of technical assistance and evaluation services for the Alaska EI/ILP.
Child Outcomes: CHD develops and provides technical assistance for training resources based on the national Early Childhood Outcomes Center systems and processes, including both face-to-face training events and multi-media tools for ongoing and distance training. CHD provides technical assistance with Child Outcomes data and EI provider surveys.
CAPTA (Child Abuse Prevention & Treatment Act) Services: All EI programs are required under CAPTA to evaluate all children age 0-3 entering the child protection system to determine their needs and eligibility for EI services. CHD provides technical assistance with CAPTA data and EI provider surveys.
Family Outcomes: The Office of Special Education Programs (OSEP), U.S. Department of Education requires state agencies to evaluate infant and toddler programs operated under Part C of the Individuals with Disabilities Education Act (IDEA). CHD is contracted to conduct an annual family outcomes survey for the Alaska EI/ILP based on five outcome areas specified by OSEP:
1. Families understand their child?s strengths, abilities and special needs.
2. Families know their rights and advocate effectively for their children.
3. Families help their child develop and learn.
4. Families have support systems.
5. Families access desired services, programs and activities in their community.
6. Families are satisfied with the services they received.
