In this report we provide background for a meeting held in the Washington DC area on May 17 and 18, 1994, state the issues addressed, and summarize the major points of agreement reached. We propose a set of recommendations for making participation and accommodation decisions, and indicate the fundamental assumptions that underlie participation of students with disabilities in state assessment programs. We describe the rationale for the development of a consistent system for making decisions about participation and accommodations in state assessment programs.
