2009 Stimulus Funding Watch

 

The American Recovery and Reinvestment Act of 2009 (ARRA or "Recovery Act") was signed into law by President Obama on February 17, 2009. The Stimulus Bill contains $878 billion to help stimulate the economy and recover from recession. A sizable portion of the funding will go to help states prevent cuts to health and human services programs, stimulate employment, and avoid teacher layoffs, and to support special and regular education. The purpose of this web page is to provide information on ARRA related legislation and procedures, identify potential opportunities for AUCD members to apply for funds disbursed by various by specific federal agencies, and to provide useful links to additional information and resources. AUCD hopes that this information will be helpful in navigating the numerous opportunities that will result from the enactment of the ARRA. We welcome feedback on the usefulness of this information to our members and hearing any successes that result from this information.

This guidance builds on earlier guidance by providing: (1) additional examples of potential ARRA expenditures that are relevant to improving results for students with and without disabilities; (2) more detailed explanations for all of the examples; and (3) suggestions regarding the coordinated use of funds to support some of the examples.

State Medicaid Director Letter Addressing Prompt Pay Provisions for the ARRA

One of a series designed to provide guidance on the implementation of the American Recovery and Reinvestment Act of 2009, this letter addresses the "prompt pay" requirements contained in section 5001(f)(2). States must comply with timely claims processing requirements in the Medicaid program, or potentially lose their eligibility for the increased Federal medical assistance percentage (FMAP) for certain expenditures.

The Federal website that is intended to share information about where the stimulus funds go -- to which states, congressional districts, and even to which Federal contractors. The information will be displayed visually in maps, charts, and graphics. Currently, the site displays the 50 page memo to federal agencies explaining how to get ready to allocate the funds and how to document how it will be spent.

Opportunities Under the TANF Emergency Fund Created by the Federal Recovery Act

While many states have applied for TANF emergency funds, many states have not developed plans to fully access the funding available to them. Many states report that the fact that the TANF emergency funds cover 80 percent - not 100 percent - of increased expenditures in these categories is a barrier to utilizing the funding. This report provides many examples for how states can use these additional TANF funds to provide needed help to struggling families.
