Position Summary:
The Executive Director serves as the chief executive officer for the Center for Persons with Disabilities (CPD), Utah's University Center for Excellence in Developmental Disabilities Education, Research and Services (UCEDD). The Executive Director reports to the Dean of the College of Education and Human Services on fiscal, personnel, and university policy issues. She/he provides vision, leadership, and direction to the CPD; ensures efficient operation and compliance with policies and regulations; serves as a liaison with consumer and constituent groups as well as relevant university and government officials; and coordinates development efforts. Working with senior management staff, the executive director also organizes, delegates responsibilities, and monitors implementation of activities related to fiscal management, facilities, equipment, personnel policies, and reporting.

Responsibilities:

  1. Lead a strategic planning process that results in a viable long-range plan for increased effectiveness of the center with widely understood goals with clear markers of achievement.
  2. Lead development and implementation of a data-driven five-year plan for growth and increased impact of the CPD consistent with university, state, and federal legislative expectations.
  3. Provide sound administrative and fiscal management of the CPD ensuring compliance with relevant policies and regulations while maintaining efficiency and adaptability.
  4. Engage relevant state and community partners, including the Consumer Advocacy Committee and others, in CPD planning and implementation processes.
  5. Actively support Division Directors' development of initiatives and projects through collaboration and capacity building.
  6. Support development of a broad and diverse funding base including state and federal grants and contracts, foundations, and private funding in support of the mission and strategic plan.
  7. Build and maintain collaborative relationships with relevant partners including federal and state policy makers and agencies, the AUCD and statewide DD networks, individuals with disabilities and their families, USU faculty across disciplines, and USU administration.
  8. Serve as a liaison between the CPD and the Center for Clinical Excellence in the college.
  9. Promote the recognition and reputation of the CPD and the College.

The Center for Persons with Disabilities
The Center for Persons with Disabilities (CPD) is Utah's University Center for Excellence in Developmental Disabilities Education, Research, and Services (UCEDD) and was established in 1972. Its mission is to provide interdisciplinary training, exemplary services, technical assistance, and to conduct research on disability-related topics. The CPD is a focal point for dialog across the state and the intermountain region concerning current and emerging disability issues and has been instrumental in assisting Utah's congressional delegation to better understand the need for services and supports for children and adults with disabilities. The CPD is an administrative unit of the Emma Eccles Jones College of Education and Human Services at USU. CPD staff members direct approximately 80 externally funded development, training, service, research, and evaluation projects totaling over $23 million in FY 2015.

The shared vision of the national network of 67 UCEDDs is a country where all people, including those with disabilities, participate fully in in their communities and workplace as independent and productive individuals. The CPD also supports interdisciplinary leadership through the Leadership Education in Neurodevelopmental and Related Disabilities (LEND) program. The Utah Regional LEND is a multi-state collaborative program that is comprised of 7 universities in 5 states that provide leadership education to long-term trainees in 15 disciplines.

The CEHS and the CPD anticipate expansion of interdisciplinary training, research, and service opportunities with the construction of the new Center for Clinical Excellence building that will house more than 30 clinics and service providers. Estimated completion date is November 2017.

Minimum/Preferred Qualifications:
Minimum Qualifications:

  1. Earned doctorate.
  2. Demonstrated expertise, leadership, and commitment in the field of developmental disabilities including engagement at the state or national level.
  3. Experience and demonstrated skills in program planning, development, and implementation supporting people with disabilities through research, training, outreach, technical assistance, and dissemination.
  4. Extensive experience obtaining and managing extramural funding.
  5. Demonstrated effectiveness in collaborating with partners such as state and federal agencies, consumer organizations, consumers who have disabilities and their families, university faculty, and other stakeholders within the disability community.
  6. Excellent communication and interpersonal skills.
  7. Demonstrated history of promoting diversity and appreciation of diversity.
  8. Understanding of current trends and a clear vision of future developments in disability-related law, legislation, policy and services.
  9. Recognition of the importance of technology and new media in providing services.

Preferred Qualifications:

  1. Knowledge of and experience with the UCEDD network and LEND programs.
  2. Experience facilitating meaningful strategic planning processes and implementing the resulting plans.
  3. Demonstrated success facilitating and building capacity to support successful program development based on state and federal grants and contracts, foundation support, and private funding.
