This award is presented to an individual or group of the association or other organization to recognize outstanding contributions that further programs or policies designed to create more inclusive communities for people with disabilities and their families throughout the world. The award is given in recognition of professional and personal efforts in program areas that proactively support people with disabilities and their families at local, regional, or national levels in host countries.

"During his tenure as Chair of the International Committee of AUCD, Dr. O'Hara developed the process for its international affiliate membership program that has led to information and technical assistance exchanges with University Centers in Australia, the United Kingdom, Spain, South Africa, and Saudi Arabia. During the past several years Dr. O'Hara has been encouraging the broad adoption of strategies for health care delivery that promote self-determination in health. It is clear that Dr. O'Hara has and continues to play an important role in furthering international collaborations and progress on issues of importance to people with disabilities, especially in the areas of health and self-determination."
