Article: Julia Lathrop and the Children's Bureau

This article describes the landmark contributions made to the field of Maternal and Child Health by Julia Lathrop, Director of the Children's Bureau in 1912. Trainees may be assigned to read this article as they begin to understand the history and legacy of the MCH Bureau as well as the field of MCH.

"Once part of the US Department of Labor and now an agency within the Department of Health and Human Services, the Children's Bureau was the first US agency devoted to the condition and welfare of the nation's children. It was also the first US agency to be headed by a woman. Julia Lathrop (1858-1932) was appointed the first director in 1912, years before women achieved the right to vote. She held the position during the formative first years of the Bureau, until 1921, and then devoted herself to international efforts on children's health and welfare."
