Summary

The incumbent serve as advisor to the Director and Deputy Director of the Division of Human Development and Disability (DHDD), National Center for Birth Defects and Developmental Disabilities (NCBDDD) on matters relating to disability and human development issues.

Duties

As a Supervisory Health Scientist, you will:

• Serve as a nationally and internationally recognized authority, advisor, and administrator for epidemiology, disabilities, human development, and health promotion activities for vulnerable populations.
• Responsible for setting operational policy for the Branch and directing team activities to provide budget management and fiscal accountability, budget initiatives, acquisition, information technology and organizational and effectiveness planning to integrate and support the objectives of the division.
• Responsible for implementing and maintaining an ongoing systematic strategy for assessing the magnitude of disability and/or select conditions in the United States, and promoting optimal health and development.
• Provide consultative services to national, state, local and international health agencies on the most effective ways to carry out and evaluate the incidence, causes, and risk factors for disability and/or select conditions, and related secondary and chronic conditions.
• Apply health science expertise to the design, development, and conduct of surveillance and research into the incidence, causes, and risk factors for disability, functional limitations, related secondary and chronic conditions.
• Serve as advisor to the Director and Deputy Director of DHDD on matters relating to disability and human development issues.
• Perform other duties as assigned.

Basic Qualifications:
Applicant must have completed a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (https://ope.ed.gov/accreditation/) at the time the degree was obtained.

Minimum Qualifications:
In addition to meeting Basic Qualification, applicants must have at least one year of specialized experience at or equivalent to the GS-14 in the Federal service as defined in the next paragraph.

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience in providing leadership and consultation in the development of applied scientific research, analysis and reporting of findings related to disability and human development.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education completed in colleges or universities outside the United States may be used to meet the education requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
