ABOUT THIS POSITION: 
Under the direct supervision of the Disability Rights and Resources Manager, provides technical and referral assistance to individuals and organizations that contact the county's Aging, Disability, and Caregiver Resources intake (ADRC) unit, or communicate with Disability Rights and Resources (DRR) unit directly regarding disability and accessibility issues. Works to address the needs of persons with disabilities in Fairfax County through various disability-related initiatives. 

Many of the duties and responsibilities include the following:

  • Responsible for the unit’s general communications, both via phone and email. Responds to requests for information from the public on disability-related rights and resources. Advises individuals about removing barriers facing people with disabilities in the Fairfax Area.
  • Provides oversight of DRR’s printed materials, website, e-newsletter, and social media outreach efforts to educate the public about the role that DRR and the Fairfax Area-Disability Services Board (FA-DSB) play in promoting the independence of people with disabilities throughout the Fairfax area.
  • Performs data collection activities in support of existing projects and initiatives including conducting research and charting workflow processes. Assists with measuring and analyzing indicators of performance, quality, quantity, and efficiency of services. Compiles and provides business information to management.
  • Assists in implementing business improvements, such as changes to policies, work practices, processes, and procedures. Contributes to evaluation reports, and presentations. Provides internal coordination to unit vendors in the fulfillment of their deliverables to the county.
  • Provides recruitment and oversight of the unit’s volunteers. Conducts presentations to members of the public and county staff on the various services the unit provides.

The primary purpose of the Adult and Aging Division is to ensure resources, advocacy, safety and well-being of older adults, adults with disabilities and caregivers are met.  To ensure that the division can carry out its purpose and meet the agency’s responsibilities related to advocacy, protection and wellbeing, the A&A Division Director may move or reassign this position’s related work duties and responsibilities within the job class.

  • Conducts professional-level work in functions or activities, such as financial, budgetary, procurement, contract administration, human resources, training, information technology, and similar functions
  • Assists with a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes
  • Performs designated segments of projects or programs with well-defined objectives, including activities such as data collection, synthesis of data gathered to support analysis, and documentation of findings and recommendations
  • Performs data collection activities in support of existing studies, projects, or programs, including conducting research; participating in interviews; administering customer, organizational or employee surveys; assisting in the facilitation of focus groups; participating in work group collaboration; and mapping or charting of workflow processes
  • Assists with measuring and analyzing indicators of performance, quality, quantity, and efficiency of services
  • Compiles and provides business information to management
  • Maintains index or log of standard forms for gathering information from a variety of audiences
  • Formats data sets and performs qualitative and descriptive statistical analysis to aggregate and assimilate data for displaying potential patterns and trends
  • Assists in implementing business improvements, such as changes to policies, work practices, processes, and procedures  

Knowledge, Skills, and Abilities:

  • Knowledge of the principles, practices and techniques governing management, organization, operations, and programmatic services.
  • Ability to perform a variety of fact-finding techniques (e.g., interview, case analysis, observation, research, benchmarking) to gather information in support of programs, projects, studies, assessments, and evaluations.
  • Ability to aggregate and assimilate data to identify major patterns, trends and themes regarding organizational and program effectiveness and efficiency.
  • Knowledge of current social service problems and methods/approaches to address issues.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to use automated technology to establish and maintain case records.
  • Ability to maintain professional ethics and confidentiality of client information.
  • Ability to establish and maintain effective working relationships with a variety of individuals.
  • Ability to schedule and manage workload sufficiently to meet deadlines.

PREFERRED QUALIFICATIONS:
Knowledge of federal, state, and local resources sufficient to empower older adults and people with disabilities to thrive in the community. This includes an understanding of how to apply resources locally in a manner that will maximize the potential of older adults and people with disabilities to succeed in the areas of housing, transportation, employment, and emergency preparedness. Ability to communicate complex home and community based service eligibility clearly and concisely, both orally and in writing. Experience with making presentations to a variety of audiences, coalition building, and organizational leadership.
