Position Summary

Minot State University invites applications for the Executive Director of the North Dakota Center for Persons with Disabilities (NDCPD) at Minot State University.

NDCPD is North Dakota’s University Center of Excellence in Developmental Disabilities (UCEDD). Staff at NDCPD provide training, technical assistance, service, research, and information to people with disabilities, their family members, community agencies and state agencies. NDCPD’s mission is to “provide service, education, and research which empowers communities to welcome, value, and support the well-being and quality of life for people of all ages and abilities.”

Position Responsibilities

The Executive Director of NDCPD reports to the Vice President for Academic Affairs and is responsible for the mission, vision, and overall operations of the Center. The Executive Director supervises a core staff including an Associate Director, Assistant Director, Coordinator of Operations, and other related management staff.

In addition, the Executive Director:

  • Develops and implements the education, research, community service, and dissemination functions of NDCPD.
  • Develops and implements NDCPD’s five-year strategic plan.
  • Develops, promotes, and maintains partnerships with local, regional, national, and international constituencies.
  • Represents NDCPD within the university, community organizations, state agencies, and national organizations as appropriate.
  • Effectively secures, organizes, and utilizes human, financial, and physical resources to carry out the NDCPD mission and strategic plan.
  • Implements personnel development strategies to improve the skills, knowledge, and abilities of staff.
  • Communicates the vision, mission, and accomplishments of NDCPD to both internal and external constituents.
  • Supports the vision and mission of the Minot State University and the ND University System.
  • Leads the NDCPD Consumer Advisory Council.
  • Holds a tenure-track/tenured faculty position in an appropriate department.
  • Participates in appropriate departmental and college functions including teaching.

Qualifications

Pursuant to the Developmental Disabilities Assistance and Bill of Rights Act of 2000 (PL 106-402) (or subsequent revisions), the Executive Director must be “a director with appropriate academic credentials, demonstrated leadership, expertise regarding developmental disabilities, significant experience in managing grants and contracts, and the ability to leverage public and private funds” (42 USC 15064 sec. 154 GO). As such, the Executive Director must have:

  • A terminal degree in a discipline appropriate to the mission, vision, and operations of the Center
  • Extensive experience in obtaining and implementing state and federal grants, contracts, and fee-for-service revenue related to the needs of persons with developmental disabilities and related disorders
  • Budget, operations, and personnel management skills
  • Excellent written and verbal skills
  • Knowledge of North Dakota disability programs, services, and issues.
