The Indiana Institute on Disability and Community at Indiana University in Bloomington, Indiana is seeking a full time Research Scholar to serve in the Early Childhood Center.

The Early Childhood Center is dedicated to improving early childhood care and education services that result in positive outcomes for all young children, ages birth through kindergarten, and their families. We are seeking an individual with expertise in early care and education to work on a team that assists the State of Indiana in designing and implementing a performance evaluation of its Preschool Development Grant activities.

Position Description: As part of Indiana's Preschool Development Grant (PDG) to establish a unified birth-5 system for children and families, the IIDC and its Early Childhood Center (ECC) anticipate a contract with the State to implement the proposed program performance evaluation plan. The Research Scholar will oversee and guide the performance evaluation of this large-scale effort, including leading all program evaluation and data analysis efforts, leading and managing a team of 6-7 staff to design and implement ongoing data collection efforts, supporting project management and tracking efforts to ensure all activities occur in a complete and timely fashion, and completing all data analyses and quarterly reports that are submitted to the state Office of Early Childhood and Out of School Learning (OECOSL).

Working independently and in collaboration with five ECC staff, two other Centers, the PI (ECC Director), and the State PDG team, the candidate will take lead responsibility for working with several work groups and subcontractors to design and implement program evaluations of multiple individual projects that are part of Indiana's PDG Strategic Plan. Overall, this individual and key project staff will also administer a project management, tracking, and reporting system for ensuring it and all other projects produce stated deliverables within the expected timelines. This performance evaluation effort includes both monthly and quarterly reports to inform OECOSL and the Governor's Office of the State's progress in implementing its annual PDG contract.

Duties and Responsibilities:

(a) Work with OECOSL and the state's steering committee to design and implement an ongoing performance evaluation system for tracking and monitoring the progress of 12-20 small projects implemented by State partners;

(b) Design, develop, and implement, with State Partners, program evaluation efforts for assessing the costs, feasibility, and impact of multiple early childhood care and education program projects;

(c) Provide technical assistance to partners in implementing the evaluation designs and collecting needed data;

(d) Create and disseminate informational products on topics related to program evaluation;

(e) Work with the PI in all manners concerning  grant and contract management, including staff supervision, budget construction and management, and interface with OECOSL and PDG State Partners;

(f) Collaborate with other members of the State PDG team to craft a comprehensive early childhood care and education system that meets the needs of Indiana's most vulnerable children and families.


Required Qualifications:

Doctoral degree required in early childhood care and education, early intervention/special education, program evaluation/public policy analyses, or related field.

Minimum of 3-5 years of related experience

Minimum of one year of successful postdoctoral research experience.

Experience with submission of grant proposals or development of contracts, with preference given to those with a history of awarded proposals.

Professional or personal knowledge of/experience with working in the field of early childhood care and education.
