The Legislative Liaison serves as a key member of the Iowa Department of Human Services (DHS) leadership by establishing the strategy and implementation for legislative activities in support of the agency mission. Reporting to the agency Director, the Legislative Liaison is the primary contact for DHS public policy inquiries. This position promptly and accurately communicates General Assembly activity or decisions to DHS leadership, and continually collaborates with agency management to ensure that policy, procedure, operations and budgetary support are in sync with the legislative intent of the General Assembly.

This leadership role accurately conveys the public impact of legislative proposals and concepts as well as interrelatedness of issues across DHS programs and services to members of the General Assembly, constituents and the public. This requires knowledge of public policy issues, budget implications, agency operations and the impact on the public. The Legislative Liaison prepares legislative position papers and agency correspondence pertaining to legislation.

The Legislative Liaison promptly and accurately relates the intent of public policy inquiries and decisions of the General Assembly to DHS directors and administrators so that policy, procedure and operations as well as the budget are constructed and implemented in a manner consistent with the intent of General Assembly. Position will provide agency response to constituent concerns or inquiries made by the Iowa General Assembly or the Congress. This key role will effectively communicate state policy changes to internal state staff and to agency stakeholders or interested parties. Develops and formats the policy adjustment proposals received by the Council on Human Services review of the DHS legislative package. The Legislative Liaison will identify when members of DHS staff need to meet with legislators, will identify and assist with the development of materials in support of legislation, and will provide the direction or guidance to consider adjusting policy concepts under discussion.

The ideal candidate will possess a law degree and have proven experience developing or creating public policy for a governmental or non-profit entity, or a large complex multi-faceted firm. Candidate must possess a proven ability to comprehend legislation and to effectively communicate legislative intent to a diverse audience; foster and develop relationships both internal and external to the organization.


Salary commensurate with experience: $ 67,000 - $ 103,064
