General Purpose:
To provide leadership of the IDD initiatives for the Medical Center, including delineation of issues, organization of process, supervision of research and data gathering, and interaction with faculty and staff to assure appropriate input to facilitate institutional objectives. This position supports the planning and decision making with community partners, health care institutions and regulatory agencies in order to further mutual interests, and to serve as an advisor to the Medical Center leadership.

Specific Responsibilities:
The Incumbent has authority and responsibly for design and implementation of one cohesive IDD structure throughout the University of Rochester. S/he collaborates with leadership for all designated programs, working with both Medical Center and River Campus leadership to finalize structure and function of the Center. Required to support timely implementation of strategic plan for the center. S/he will direct the day-to-day activities of the IDD program office, manage direct and secondary reports to assure successful and appropriate deployment of resources to support the management of the Program.

Duties and responsibilities: With wide latitude and expectations of independent judgment, initiative and administrative direction, the incumbent will:

30%   Work with the IDD Medical Director and Director/Executive Director of the Del Monte Institute for
          Neuroscience and has primary responsibility for initiating, formulating and monitoring the IDD 
          Center development. Provides assistance to senior administrators and faculty in formulating
          program concepts. Provides supporting data for decision making. Recommends strategic and
          tactical approaches to center planning. Acts as an expert resource to key committees/task forces
          created to further institutional and Center goals, and provides the appropriate liaison to Medical
          Center leadership.

20%   Utilizes Lean Principles to establish clinical billing work flows. Facilitates development of new 
          and/or expanded services to achieve IDD Center goals. This includes:
          a.     Provide leadership to facilitate communication and decision making across stakeholders
          b.     Support URMC leadership in developing financial models for groundbreaking new packaging  
                  of IDD billing , including the development of 3rd party payer Value Based Payment (VBP) 
                  contracting strategies at the Enterprise level 
          c.     Organize and distribute information to all stakeholders to allow for collaborative, efficient 
                  development of workflows 
          d.     Track milestones and completion of deliverables to assure adherence to timelines


20%   Ensures processes operate effectively including, operations management, decision management,
          resource management, financial management, information management and facilities management.
          On-going monitoring, coordination and continuous improvement of all clinical and support activities.

20%   Represents UR to outside organizations involved in IDD activities as delegated. Acts as key
          advocate for URMC to the IDD population. Acts as a resource in working with other departments of
          the University and Medical Center. Serves as a member of various support services committees.
          Represents the center to professional organizations, in cooperative programs with other institutions
          and in fund raising or grant negotiations with public or private organizations.

10%   Establish process to support the procurement and administration of grant based initiatives to
          support the reform of the health care delivery system for the Medicaid population. Work with
          academic divisions and departments to leverage research and analytical resources to further goals

Requirements:
Graduate degree, preferably in health administration or business administration and 8 to 10 years of relevant experience in fiscal and resource management or an equivalent combination of education and experience.
