The Arc Central Chesapeake Region's mission is to promote respect, create opportunities, and advocate for equal rights for all people with intellectual and developmental disabilities. We seek a strong transformational leader to serve as our Chief Executive Officer (CEO) as we continue to expand our programs with a focus on quality and innovation.

Our dedicated staff works on the front-line providing life changing interventions, grants, services and programs for children and adults with intellectual and developmental disabilities (I/DD).

The Organization

The Arc Central Chesapeake Region (The Arc CCR) was founded in 1961 to provide services and supports to people with I/DD in Anne Arundel County, MD and has experienced a history of growth and expansion since then. We now proudly serve Anne Arundel, Caroline, Dorchester, Kent, Queen Anne's and Talbot counties. Our organization is committed to providing superior programs and services to those with I/DD who are of any age and in any stage of their lives. Programs and services include:

The Arc CCR has:

  • 218 individuals supported in their communities and homes
  • 111 individuals enjoying employment and day services

  • 144 Individuals and families served through the Family Support Program
  • 420 Individuals and families having fiscal control
  • 19 Children and families served through our Educational Advocacy Program

The Arc CCR has a staff of 425. The CEO is supported by a 10-person senior leadership team which includes a Chief Operating Officer, Chief Financial Officer, Chief Development and Communication Officer, Director of Community Living, Director of Nursing, Director of Employment and Business Relations, Director of Family Services, Director of Information Technology, Director of Human Resources, and Director of Quality Enhancement. The CEO reports to our 17-person Board of Directors, which includes self-advocates and family members of individuals with I/DD as well as community and business leaders. The next CEO will follow an Interim Executive, Allen Hatton, who stepped in when Kate Rollason retired in September 2016 after leading The Arc CCR for 18 years. The Position
The Chief Executive Officer reports to the Board of Directors, and provides direction and leadership for the organization's mission and vision, represents and speaks for the organization and its work, and oversees the day to day operations. S/he will bring a passion for providing outstanding services to individuals with I/DD and will work with their families; federal, state and local government agencies; funders; community partners; and other stakeholders to provide high quality person-centered programs and services. The next executive will inherit an organization that continues to grow, is geographically dispersed, and is in the midst of a capital campaign to renovate a building intended for both administrative and community outreach use. As with all nonprofit organizations, particularly those that support individuals in their day to day lives, there are both external and internal opportunities for the next CEO. With the potential for funding reductions, there may be the need for diversifying funding streams. With continued growth, there is the need to match infrastructure to services and programs. Following a long-tenured executive brings the opportunity to assess systems, processes, reputation, and work environment and identify areas for growth and change.

The CEO will direct our senior leadership team and ensure that services are achieved in a person- centered and financially sound manner. The CEO will demonstrate strong personal and strategic leadership and integrity. S/he will have a proven track record of implementing a strategy to assess and meet current community needs and identifying evolving needs; as well as evaluating progress and quality.

Leadership Outlook and Near-Term Priorities

Key Responsibilities

Reporting to the board of directors, the CEO will:

  • Establish and implement the organization's vision and strategy;
  • Serve as The Arc CCR's chief public spokesperson and relationship builder;
  • Lead the administrative and financial functions, and oversee the formulation of all major policies;
  • Oversee services, evaluate quality and effectiveness, obtain and maintain data for internal and external purposes and ensure outcomes are measured;
  • Ensure compliance with all legal and regulatory requirements;
  • Coordinate with stakeholders and partners across The Arc community, ensuring that The Arc CCR operates truly as an effective and impactful leader and team player;
  • Provide leadership to the planning, development and implementation of an ongoing fund development program designed to allow The Arc CCR to continue its important work and provide for the long-term financial stability of the organization while meeting current operational needs;
  • Support The Arc CCR's volunteer board of directors in order to enhance our ability to carry out our mission;
  • Ensure that there is an effective senior leadership team and maintain a climate that attracts, retains and motivates top quality people; and
  • Continue to position The Arc CCR as a critical and relevant participant in the I/DD community.

The near-term priorities for the first 12-18 months of the new executive's tenure (not necessarily in priority order) are to:

  • Quickly understand the business model and approach of The Arc CCR, and learn the structure of the organization, including an understanding of services and the needs of individuals;
  • Establish an internal and external presence and become the face of The Arc CCR;
  • Establish strong working relationships with the Board of Directors; staff; funders (including DDA and DHMH); Arcs at the national, state and local levels; and other stakeholders;
  • Assess and improve the quality of services, including appropriate staffing, infrastructure, programming and levels of accountability;
  • Work with the senior leadership team to manage staffing while building a team environment;
  • Clarify internal expectations and develop processes for follow up and accountability;
  • Manage a capital campaign;
  • Engage in a strategic planning process; and
  • Balance the external and internal responsibilities of the CEO.

Experience and Attributes

Ideal candidates for this position will reflect The Arc CCR's core values and demonstrate an ability to quickly integrate into the community and become a strong, engaged, and inspiring leader. Candidates will bring a variety of experiences and attributes to The Arc CCR, including:

  • A strong passion for the mission of The Arc CCR;
  • Experience in and understanding of organizational development and problem solving in a complex environment;
  • Ten or more years' senior level organizational leadership/management experience in a similar environment; CEO experience preferred;
  • Strong leadership with exceptional management skills, a team building approach and a willingness to create transformative change;
  • Business acumen and experience with administrative and fiscal management, budgeting, and operations, including responsibility for developing and managing at least a $15 million budget;
  • Experience working with and through others to articulate a common vision and goals, and to develop organizational buy-in;
  • Strong communication, including an ability to articulate key messages, with an understanding of the importance of communication both internally and externally;
  • Creative thinking with the ability to both innovate and execute on ideas and decisions;
  • Experience with change management and the desire to complete a seamless executive and organizational transition in conjunction with the Board and staff;
  • Experience working with a Board of Directors and developing engaged and effective governance;
  • An understanding of the importance of advocacy and willingness to partner and collaborate with other organizations for this important activity;
  • Willingness to make at least a 5-year commitment to The Arc CCR; and
  • Master's degree or higher preferred.
