Introduced by Rep. Greg Miller (D-CA) on May 9, 2013, this bill would establish federal minimum standards to limit the use of restraint and seclusion in schools. Similar bills have been introduced in the past but failed to become law. Rep. Miller introduced a similar bill in April of 2011 (H.R. 1381). A similar bill (H.R. 4247) passed the House of Representatives in March 2010, but did not pass in the Senate.
