Introduced by Rep. Judy Chu (D-CA), the Equal Access to Quality Education Act (HR 2902) would establish a voluntary competitive grant program to create partnerships between high need school districts and institutions of higher education to ensure that traditionally underserved students, including those with disabilities, have access to well-prepared and well-supported teachers. 

Senator Bernie Sanders (I-VT) introduced the Assuring Successful Students through Effective Teaching Act (S. 1716) which would require that all students be taught by fully-prepared teachers by strengthening the definition of a "highly qualified teacher" in the Elementary and Secondary Education Act (No Child Left Behind).  The bill also focuses on teacher effectiveness, and requires that school districts distribute highly qualified and effective teachers in an equitable manner.
