H.R. 2032, introduced by Representative Barney Frank (D-MA) on May 26, 2011, is a bill that would alter the structure of class action law suits to allow legal representatives of persons with disabilities to opt their wards out, thereby restricting the rights of individuals with disabilities to have their choice of where they want to live, be free from abuse and neglect, and receive necessary services and supports in the most integrated setting possible.

Rep. Frank introduced a similar bill (H.R. 1255) in March of 2009 during the 111th Congress. The bill gathered the support of 90 co-sponsors, but did not make it out of the House Committee on the Judiciary.
