Movement to MLTSS is gaining momentum across states and new and pioneering models are emerging. With this shift, stakeholders need to understand how these changes can impact service delivery and also understand that they can help states design quality MLTSS programs. Implementation of MLTSS is an opportunity to innovate and improve LTSS programs and UCEDDs are uniquely positioned to take a leadership role in this arena. Innovations occur through the state contract, through enhanced benefits by the MCOs or even by the community-based organizations that contract with the MCOs.

Many states are working to move the management of Medicaid and Medicaid Waiver programs to MCOs. Historically, states have managed their MLTSS programs. However, as Medicaid budgets have grown, states are now contracting out LTSS programs to MCOs. As states develop Requests for Proposals and contracts with MCOs, it is important for disability stakeholders to be involved.

Two new documents written by Sarah Swanson of the Munroe Meyer Institute and published by AUCD provide specific examples of new programs developed through this systems change, highlight states that are implementing quality programming in their LTSS programs, and outline ways that disability stakeholders can be involved.
