AUCD signed onto a letter from the Leadership Conference on Civil and Human Rights urging the Department of Education to issue strong regulations that clarify how school districts must demonstrate compliance with the "supplement, not supplant" requirement in Title I of the Every Student Succeeds Act (ESSA). The "supplement, not supplant" requirement ensures that districts that serve high percentages of low-income students are able to administer supplemental programs and services in areas where poverty is heavily concentrated. Having clear regulations with regard to this matter will help ensure that Title I money intended to provide such service will be used accordingly.
