Project Description
1. Evaluate the economic contribution and impact of direct service expenditures (over past 3-5 year period) using IMPLAN software and data.
a. Outcomes: IMPLAN data and software provide the opportunity to model the way an injection of dollars into an industry or sector is spent and re-spent in other industries or sectors of a states economy, yielding direct, indirect, and induced effects
1. Direct: State expenditures + leveraged funds (e.g. Federal match dollars)
2. Indirect: Business to business or industry to industry spending (i.e., business costs associated with providing the supports and services)
3. Induced: Changes in household consumption and tax collectionlargely a result of changes in household income
ii. Employment (jobs created, can be shown as total or by industry)
iii. Value added to Missouris gross state product (GSP)
iv. Generated tax revenue
v. Impact by industry (industries most impacted by spending)
b. Need: annual expenditures (and assistance approximating % spent by industry)

2. Policy analysis: Impact of raising DSP salaries and moving DSP from state funded programs (Food Stamps, Medicaid, etc.)
a. Review of estimates presented by other states
b. Explore outcomes from states that have enacted similar policies / practices

3. Policy analysis: DSP wages compared to projected increases in minimum wage for the next four years and compression of both wages.
a. Graph projected wage compression
b. Outline implications of wage compression, supported by:
i. Review of estimates presented by other states
ii. Reported outcomes from states that have enacted similar policies / practices

4. Estimate of additional funding need to comply with CMS Plan of Correction by FY 2024 into report / Handout
a. Figure provided by DDD
b. Incorporate into impact narrative

5. Product dissemination
a. Full report, approx.. 5 pages (for MARF membership)
b. 1-2 pager / infographic handout
c. Presentation of findings
