Project Description
The National Core Indicators (NCI) Project is a voluntary effort by public developmental disabilities agencies to measure and track their own performance. The Core Indicators are standard measures used across states to assess the outcomes of services provided to individuals and families. Indicators address key areas of concern including employment, rights, service planning, community inclusion, choice, and health and safety.

Within the state of Ohio the Department of Developmental Disabilities (DODD) measures system performance and collects system-level data through National Core Indicators (NCI) surveys. The data is then used to monitor, make decisions, allocate resources, and develop plans to improve the quality of life for the people they serve across the state.

Beginning in October 2015, the Nisonger Center began administering the NCI surveys for DODD through face-to-face interviews with approximately 700 adult consumers, both living in ICF/IIDs and those receiving home and community-based services. In addition, up to 100 individuals who have moved from a Developmental Center into a community setting were asked to participate in the survey.
Individuals who receive services through DODD are eligible to be randomly selected to participate. Nisonger Center has taken a different approach to conducting the surveys than in past years. Nisonger Center has hired a team of interviewers from across the state of Ohio who have disabilities themselves or are family members of someone with a disability. The goal of this approach is to have a peer-to-peer conversation to conduct the survey. The interviewers are able to better connect and understand the participants due to their own experiences, enhanced patience and listening abilities.
