Project Description
Approximately 30% of the special education teachers in American Samoa have a teaching degree. Most of these teachers have a dual preparation certification for working with special needs students with mild to moderate disabilities. Few teachers assigned to the low incidence disability programs actually have specialized training.

The American Samoa Partnership Project is supported through two contracts between the Center on Disability Studies at the University of Hawaii CDS/UH and the American Samoan Department of Education (AS/DOE) with support from the PBUCE. The contract supports two specific areas of educational need in American Samoa: (1) Teacher training culminating in a B.Ed. degree with dual certification in general and special education; and (2) Special Education Certification Programs at the local level for teachers working with students with disabilities and high need areas.

The AS/DOE, Special Education Division, collaborates with the CDS/UH to deliver ten to twelve University of Hawaii undergraduate courses in the Cohort Teacher Training Program for teacher enrolled in the 'dual preparation program. These courses lead to a degree in elementary teaching with preparation in teaching in special education programs for student with mild to moderate disabilities. The second contract supports the development of certificates in a range of areas including learning disabilities, speech and language, response to intervention, behavioral interventions, deaf education, vision education, transition, assessment, and assistive technology.
