PhD Program in Public Policy with Concentration in Leadership in Special Education and Disability Policy: In conjunction with the Leadership in Urban Schools Ed.D. program at UMass Boston, the Ph.D. program in Public Policy offers a concentration in leadership in special education and disability policy to target the very serious issues that plague urban systems as they struggle with education reform, accountability of systems, and the worsening shortage of qualified special education leaders.
