What is the Budget?
The U.S. federal budget is the amount of spending and revenue planned for the next fiscal year of the U.S. government. Each fiscal year (FY) runs from October 1 through September 30.
What are Appropriations?
A federal appropriation is the act of setting aside a part of the federal budget to a specific program or use.
Why should I contact my members of Congress about Appropriations?
Engagement around appropriations lets your Members of Congress know how you would like them to prioritize the federal budget.
What is the timeline for advocacy around Budget and Appropriations?
- President submits budget – usually early February
- Congress enacts concurrent Budget Resolution – by April 15
- House and Senate agree on 13 annual appropriations bills – September
- Fiscal year begins October 1

What AUCD programs are affected by the yearly Appropriations?
- University Centers for Excellence in Developmental Disabilities (UCEDDs) – the national network of UCEDDs is authorized under Public Law 106-402 (The Developmental Disabilities Assistance and Bill of Rights Act of 2000, or "DD Act") and their core funding is administered by the Administration on Intellectual and Developmental Disabilities (AIDD).
- Leadership Education in Neurodevelopmental and Related Disabilities (LENDs) – LENDs are authorized under the Autism Collaboration, Accountability, Research, Education, and Support (CARES) Act, and are administered by the Health Resources and Services Administration's (HRSA) Maternal and Child Health Bureau (MCHB).
- Intellectual and Developmental Disabilities Research Centers (IDDRCs) – IDDRCs have P30 core grant funding from the Eunice Kennedy Shriver National Institute for Child Health and Human Development (NICHD).
- Projects of National Significance (PNS) – PNS are authorized under Section 162 of the Developmental Disabilities Assistance and Bill of Rights Act of 2000 (P.L. 106-402, Title I, Subtitle E), and are administered through the Administration for Community Living (ACL).
- Transition Programs for Students with Intellectual Disability (TPSID): TPSID and the TPSID Nataional Coordinating Center (NCC) are funded under the Higher Education Act (P.L.110-315, Title VII, Part D), and are administered through the Office of Postsecondary Education within the U.S. Department of Education.
