Youth with emotional and behavioral challenges have some of the poorest outcomes of any sub-group of students. This session will describe and foster a discussion about implementation of a multi-tiered system of support framework in high schools, in order to provide evidence-supported behavioral practices, with a focus on inclusion of students with emotional and behavioral challenges.

Community-Based Services: the Critical Role of Competitive Employment for Individuals with Disabilities and Full Community Participation

Unemployment for individuals with disabilities remains stubbornly high. Given the recent changes to the Center for Medicare and Medicaid's Home and Community-Based (HCBS) Waiver rules, they now emphasize competitive employment as the preferred option for individuals receiving HCBS services. This session features four UCEDDs from across the network that have initiated programs which serve to address this challenge.

Engaging a Community to Strengthen Healthcare Systems

Eight years ago the District of Columbia embarked on a systematic effort to engage people with disabilities, primary care providers, dentists, specialists, hospital systems and community-based service providers to address barriers to health care that contribute to health disparities for people with intellectual disabilities. This panel describes the process and impact when a UCEDD partnered with the District of Columbia Developmental Disabilities Administration to create systems' change.
Implementing Family-Centered Transition Planning: Current Status and Future Plans

This presentation presents results of efforts to implement the model with community organizations and to examine (a) whether outcomes are better when transition planning takes place earlier, and (b) how participation in planning affects the post-school expectations of students and parents. We will also discuss the implications of plans to expand the model.

In New Hampshire, substantial positive changes have taken place, and many of these changes are a direct result of work by leaders who graduated from the NH Leadership Series. The series, which began in 1988 and modeled after Minnesota's Partners in Policymaking Series has graduated almost 1,000 participants. The Series continues to evaluate its effectiveness through quantitative and qualitative measures and sustains itself through creative funding and valued partnerships.
Access to Care for Children with Autism: Engaging Primary Care Physicians through the Autism Treatment Network

Comprehensive, high-quality, family-centered care is imperative for individuals with autism spectrum disorder and their families. However, there is a widening gap between the demand for this level of care and the capacity of expertly trained physicians. This session will address how engaging the Primary Care Physician community can bridge the gap by building capacity to ensure high-quality ongoing care for individuals with autism within their existing community medical settings.

An integrated, comprehensive statewide system of personnel development (CSPD) is essential in building a high quality early childhood workforce. In this discussion session, results of two non-experimental studies will be presented to portray the current status of CSPD across disciplines and states, followed by case studies of four states that partner with a national technical assistance center in early childhood personnel development to systematically develop a sustainable and effective CSPD.

The Statewide Forums on Careers in the Arts for People with Disabilities program exemplifies a unique partnership between the Tarjan Center at UCLA, UCEDD and the National Endowment for the Arts. This presentation will highlight ways UCEDDs have engaged disability and arts agencies through Forum projects. The Indiana and Alaska UCEDDs will describe arts activities undertaken and partnerships formed to advance employment of artists with developmental and other disabilities.

Research endeavors are a critical component towards sustainable and effective implementation and operationalization of the CRPD. How can UCEDDs support the global quest for the full realization of human rights? In this session, we will facilitate critical reflection on how research can inform practice and protection of human rights as well as offer insights into potential broad strategies for capacity building in this area of inquiry.

The presentation will describe some of the newest and innovative developments in the National Core Indicators (NCI) project. 1) Quality-of-Life Outcomes and Circumstances of Adults with ID/DD Who Need Behavioral Supports 2) Improving Access to and the Use of Data for Individuals with I/DD and their Families 3) Power of Data: How NCI and the new NCI for Aging and Disabilities are helping change the system.
