POSITION TITLE: Program Manager I (UCEDD Program)
Pay Level & Step: 33/01 - 34/08
Annual Salary: $26,949.34 - $39,064.33
Location: As Terlaje Campus, Saipan

Nature of the PositionThis position is located within the division of Community Development Institute (CDI). This position is the lead position for the University Center for Excellence in Developmental Disabilities (UCEDD). The incumbent in this position is responsible for the implementation of the four core function: (1) Pre-Service and In-Service Interdisciplinary Studies (2) Technical Assistance and Community Services (3) Research (4) Information Dissemination of the UCEDD program. The incumbent in this position reports directly to the Director of the Community Development Institute, Division of Community Programs and Services also
referred to as Division of "COMPASS".

Duties and Responsibilities

  • Participates in Program Review and Outcomes Assessment (PROA) activities.
  • In collaboration and consultation with the public and private schools, disability and rehabilitation related partners in the community, develops, monitors, and expands the program and curriculum in interdisciplinary studies, special education, and other related courses for training and/or certificate program.
  • Serves as NMC representative to UCEDD events and meetings.
  • Has knowledge with grant-seeking and writing process; proven record of successfully leveraging federal grants.
  • Has experience with the federal reporting process, research, and curriculum development.
  • Provides a report on the highlights or benefits gained from participation in these UCEDD events, conferences, meetings, and training to other Program staff and the Program Advisory Council.
  • Works with the Consumer Advisor Committee (CAC) to plan, implement and evaluate the annual UCEDD Work Plan.
  • Implements and updates UCEDD annual goals, objectives, and activities as necessary.
  • Oversees and coordinates an annual needs assessment process with the DD Network (TRI Agency) partners and other disability partners to determine priority needs of people with developmental disabilities and their family.
  • Research and disseminate DD information on the most current research findings and best practices relating to developmental disabilities, etiology, new product development (medication and assistive technology), rehabilitation and treatment, etc.
  • Administers the UCEDD grant and ensures compliance with federal guidelines and grant conditions for both programmatic and fiscal requirements.
  • Performs research and other studies as listed in the Work Plan.
  • Plans and implements training activities as identified in the Work Plan.
  • Identifies funding opportunities and prepares applications to leverage additional funding for developmental disabilities program.
  • Monitors and accounts for all UCEDD purchased equipment, supplies, and program resource materials purchased for educational and administrative purpose.
  • Provides support and leadership for UCEDD mission and operations.
  • Recruits, supervises, evaluates, and counsels subordinate UCEDD staff.
  • Identify staff training needs and develops a comprehensive personnel development plan to improve educational credentials and/or work skills.
  • Performs other related duties.

Minimum QualificationsBachelors in Special Education or related discipline, plus three (3) years of experience working with individuals with developmental disabilities. (Master's Degree preferred).

Other Desirable Skills

  • Must have experience in administration and fiscal management
  • Familiarized with the work and purpose of the DD network (Tri Agency) partners;
  • Has good office computer application skills and familiar with various computer soft-wares;
  • Bi-lingual and culturally competent.
