Position Description:
The appointee shall provide services as assigned by the supervisor in furtherance of the university's missions and goals of teaching, research, patient care, outreach and public service.

This position reports to: Director, Institute on Development and Disability.(supervisor)

The OHSU Institute on Development and Disability is a free-standing Institute within the OHSU School of Medicine. This organization is dedicated to improving the lives of people with disabilities and their families through: Clinical Service, Education and Training, Research and Public Health/Outreach Activities primarily focused on the State of Oregon.

The Institute is made up of several Centers and Offices dedicated to these missions, including: The Child Development & Rehabilitation Center (CDRC), the Center for Spoken Language Understanding (CSLU), the Leadership Education in Neurodevelopmental Disabilities (LEND) Program, the Oregon Center for Children and Youth with Special Health Needs (OCCYSHN), the Oregon Office on Disability and Health (OODH), and the University Center for Excellence in Developmental Disabilities (UCEDD).

This position specifically will provide primary oversight within the OCCYSHN Program, while also working to maintain collaborative relationships with other IDD organizations, and will be required to find new opportunities of collaboration with the other units within the IDD and other State, Regional, and National partners.

The duties of this position include:

The appointee shall provide services as assigned by the supervisor in the furtherance of OHSU's missions and goals of teaching, research, patient care, outreach and public service, the mandates of the Maternal and Child Health Bureau (MCHB) and Title V of the Social Security Act, and in fulfillment of the public health mission of the OHSU Institute on Development and Disability.

This position has responsibility for administrative oversight of the state MCH Title V Services to Children with Special Health Care Needs (SCSHCN) program, known as the Oregon Center for Children and Youth with Special Health Needs (OCCYSHN.) Duties include providing leadership and direction to the OCCYSHN program; supervision of OCCYSHN staff; responsibility for the planning, forecasting, oversight and approval of the OCCYSHN budget, system planning, policy and program development; collaboration with other state agencies to assure that goals and outcomes for children and youth with special health needs and their families are met; and participation with the national Title V network of programs.

This position will contribute to the development of the IDD Strategic Plan, provide oversight of the Public Health mission of the IDD, and will ensure OCCYSHN representation on the IDD Leadership Team.

This position includes, but is not limited to the following responsibilities:

Administration

  • Plan, administer, direct, and coordinate all Title V CYSHN programs in fulfillment of the DHS-CDRC Interagency Agreement and other OCCYSHN initiatives and other activities, and ensure that they contribute to IDD's public health mission and strategic plan, as appropriate
  • Participate on the IDD Leadership Team and work with the IDD Administrative Staff, including the IDD Director, IDD Associate Directors, and other IDD Administrative staff as needed, to implement and integrate overall agency goals and develop collaboration opportunities across the Institute.
  • Oversee the five year needs assessment and ongoing assessment in order to forecast needs of Oregon's CYSHN and their families and the capacity of their providers and communities to meet their needs
  • Hold responsibility for short and long range planning activities, determining program direction, achievement of State and Agency goals and objectives and National Performance Measures, in accord with the MCHB Title V Block Grant Guidance and Mandates and the OHSU IDD public health mission.
  • Oversee preparation of OCCYSHN initiated grant applications, associated budgets and grant progress reports.
  • Direct and coordinate activities of OCCYSHN Medical Consultant to further the attainment of program goals and objectives
  • Provides primary contact with the OHA/Public Health/Center for Health Promotion and Preventative Health/- MCH Title V Program

Budget Management

  • Prepare the approximately $3.3 million annual budget with the IDD Director and OCCYSHN Administrative Program Manager; Make budgetary decisions, set budgetary priorities, monitor the budget with assistance of OCCYSHN Office Administrator
  • Coordinate Title V CYSHCN Block Grant with other CYSHN program funds for maximum program efficiency and impact

State and National Leadership

  • Represent OCCYSHN at the state and national level
  • Develop partnerships and provide leadership to prioritize health issues for policy development, decision-making and advocacy to address the needs of Oregon children and youth with special health care needs and their families and ensure such activities are in alignment with IDD's public health strategic plan
  • Improve the capacity to use data for decision-making on services, cost and outcomes of care for children with special health needs
  • Prepare and deliver educational information for legislative presentations
  • Participate in national efforts to address issues faced by children and youth with special health needs and their families, and providers.

Supervision

  • Oversee OCCYSHN staff supervision and performance reviews.

Teaching and Research

  • Develop an independent program inquiry, evaluation and/or research on issues relevant to OCCYSHN
  • Participate in teaching at IDD and OHSU as appropriate
  • Provide vision and leadership in assuring comprehensive integrated and coordinated systems of care at the state, regional and community level; assure alignment with the Triple Aim, Modernization of Public Health, the Oregon Healthcare Transformation and Early Learning Hubs

Position Conditions/Qualifications:
This is a senior leadership position. Candidates are expected to have appropriate credentials to qualify for an academic appointment through the Department of Public Health and Preventive Medicine or Department of Pediatrics.

Requires an individual with vision, excellent leadership, management and problem solving skills, and interest and experience in collaboration. Core competencies for administration include strategic planning and program development, strengths-based personnel management, strong organizational and human relations skills, knowledge of business practices, program budget development and monitoring, grant writing, and excellent verbal and written communication. Requires knowledge in health care systems and issues related to children and youth with chronic conditions and disabilities and their families and providers.

Doctoral degree preferred, minimum of Master's Degree in a health related field and extensive work experience in a leadership position in a public health or human services related agency with responsibility (5 years +) for major system development, including fiscal, personnel and programmatic responsibility and management. Experience with children and youth with special health needs and their families is preferred.
