Senior Program Manager, Children and Youth with Special Health Care Needs #16-10020 - AMCHP, Washington, DC

POSITION SUMMARY
This position develops, implements and evaluates program activities related to children and youth with special health care needs (CYSHCN), including those with autism spectrum disorders and other developmental disabilities (ASD/DD). The Senior Program Manager will track, analyze and report on national and state programs impacting CYSHCN and will partner with relevant federal agencies such as the Maternal and Child Health Bureau and the Centers for Disease Control and Prevention, and other national organizations and groups concerned with child health, adolescent health, and CYSHCN. This position reports to the Associate Director, Child & Adolescent Health.

Specifically, this position will manage three major AMCHP projects, the Leadership Institute for State Title V Children and Youth with Special Health Care Needs Directors, the implementation of Standards of Care for CYSHCN and the implementation of the State Public Health Autism Resource Center (SPHARC).

PRINCIPAL DUTIES
1.   Assume lead staff role on major issues surrounding CYSHCN, including policy relevant to CYSHCN,
      transition, medical home, and health reform as it pertains to CYSHCN.
2.   Manage AMCHP's systems standards and Title V CYSHCN director leadership development work.
3.   Manage the SPHARC and the ASD/DD Community of Learners to assist states in using innovative,
      evidence-informed methodologies and quality improvement to improve state system-level care
      integration for children and youth with ASD/DD and their families.
4.   Develop and implement CYSHCN project work plans and budgets.
5.   Track content-related activities related to CYSHCN across the country and identify best practices.
6.   Develop written reports, fact sheets, and/or articles and presentations that help spread best practices
      and share results of project activities.
7.   Provide updated program information for inclusion in AMCHP's web site, newsletters, and other
      communication tools.
8.   Provide additional technical assistance for AMCHP members and other organizations related to
      CYSHCN.
9.   Support development of annual proposals for grant-funded programs, as well as preparing required
      status reports for project officers, AMCHP leaders, and partners.
10. Foster positive collaborative relationships with project-related funders and partners.

Additional duties
11. Participate in the development and implementation of meetings, forums and other skills building
      opportunities (i.e. annual meeting) for information sharing and exchange.
12. Represent AMCHP at national task forces, work groups, coalitions, and federal advisory groups.
13. Facilitate communication of pertinent issues to AMCHP members (via newsletter, e-mail, webpage,
      and policy papers).
14. Support implementation of AMCHP's strategic and operational plans. This includes aligning projects
      and activities with strategic goals, cross-cutting organizational initiatives, and fostering continuous
      quality improvement on organizational performance measures related to the position's scope of work
15. May supervise, coach and develop staff.
16. Perform other duties as assigned.

JOB SPECIFICATIONS
Knowledge
Knowledge of maternal and child health with particular emphasis on the needs of CYSHCN, basic knowledge of public health infrastructure at the state/federal/local level as it relates to issues affecting women, children, adolescents and their families. Knowledge of federal health financing and service delivery programs (such as Medicaid and SCHIP) as well as knowledge of private health systems and managed care entities.

Skills and Abilities
Excellent program development, implementation and evaluation skills; strong verbal and writing skills including reports and public presentations; group process skills; research and analysis skills; budget management skills; computer skills to include working knowledge of MS Word, Excel, email, Internet research and desktop applications.

Requires the ability to work independently and in a team environment; ability to manage several projects concurrently; ability to stay abreast of national and state policies and initiatives; and ability to represent AMCHP at national, state and local organizations and groups.

Education and Experience
Master's degree in public health or other related health or human services field with five-eight years of progressively responsible direct professional experience. Ten years of directly related experience can be substituted for Master's degree. Direct work experience in an MCH state/local/federal public health agency or non-profit organization preferred. Supervisory experience preferred.

Other
Ability to travel approximately 5-10% of time and flexibility to work occasional weekends and/or non-traditional hours (approximately 3-4 times per year). This position is funded by grants and cooperative agreements from the federal government.
