OverviewPCG Public Partnerships, LLC seeks an experienced professional to administer Fiscal Intermediary and Financial Counseling Services (also known as Supports Brokerage) for persons with disabilities and senior citizens in New Jersey. The Senior Program Manager will serve as the Account Manager responsible for administering services under contract with the New Jersey Department of Human Services, Divisions of Disability Services, Aging Services, and Developmental Disabilities, and participating health plans. Services include: participant and provider orientation and training, enrollment, and credentialing; individualized service planning; payroll and accounts payable operations; administrative and service claiming; monitoring and reporting; and customer service. Primary responsibilities include oversight of financial management services including payroll, accounts payable, and Medicaid claiming on behalf of eligible participants who direct some or all of their home and community based services. The Senior Program Manager will manage three regional offices in New Jersey and will lead cross-functional project teams including staff in other locations in a matrix-management organization to ensure timely and accurate fulfillment of contractual obligations. Primary responsibilities include contract management, policy development, personnel development, and quality assurance activities. The Senior Program Manager must produce quality work, meet client goals and objectives, and develop solutions to client problems in a timely manner.

Specific Responsibilities:

  • Serve as project manager and subject matter expert on public agency financial management operations;
  • Manage daily project functions and serve as PPL representative to state agency clients;
  • Become subject matter expert on participant direction of long-term care services;
  • Ensure contract compliance and adherence to program policies and procedures;
  • Coordinate cross-functional resources across company operations centers to ensure deadlines are met;
  • Review state agency business operations for service and efficiency improvements;
  • Assess best practices and compliance errors and provide technical assistance to clients; and
  • Prepare other written reports and materials for clients.

Required Experience

  • Five (5) to seven (7) years of senior-level program/project management experience, including a minimum of three (3) years of experience managing public funds and supervising employees.
  • Experience managing complex, multi-level statewide accounts and experience in health service delivery systems, financial management, quality management, and customer service preferred.
  • Bachelor's degree in relevant field required; Master's degree preferred.

Other Requirements:

  • Employment contingent on notification of award and upon results of credit check and criminal background check(s).
  • Ability to work overtime.
  • Frequent in-state travel and periodic out-of-state travel.
