Penn-Mar Human Services is seeking a dynamic, self-starting fundraising professional to join our team in the position of Chief Development Officer (CDO).

Penn-Mar is multi-service 501(c)(3) nonprofit organization based in Freeland, Maryland. Founded in 1981 Penn-Mar serves more than 350 individuals with cognitive and intellectual disabilities with a range of educational, vocational and residential programs in Baltimore, Carroll and Harford Counties in Maryland, as well as York County in Pennsylvania.

We do this by providing support services, as a team, to individuals with disabilities or human service needs in ways that promote value, independence and self-determination. Service areas include:

Penn-Mar's current budget is approximately $28 million and represents a combination of government grants and contracts as well as private contributions. Penn-Mar is governed by a Board of Directors of 15 members and the organization has over 500 full and part-time staff members. The Chief Development Officer (CDO) will be a key member of Penn-Mar's seven-person senior management team.
The Penn-Mar Foundation was established in 1996 as an independent entity to provide financial support, in perpetuity, for Penn-Mar Human Services. The Foundation is governed by an 9 member board of directors that provides access and outreach into the donor community, and governs investment strategies, contribution strategies and policy development.
The Position Reporting to the President and CEO of Penn-Mar Human Services, the CDO will oversee all of Penn-Mar's fundraising activities. Working with and providing staff support to the Penn-Mar Human Services Board and the Penn-Mar Human Services Foundation Board, the CDO will lead the foundation, corporate and government grant seeking efforts, planned giving special events, direct mail and manage and engage in major donor solicitations. He/she will also oversee the agency's public relations and external communications.
Our goal is to aggressively increase annual funding from private sources for current operations and build the Foundation's endowment from approximately $5 million at present to $20-$25 million over the next 10 years.

Key Priorities
Toward these goals, we have established the following priorities for the first 12 months of the CDO's tenure:
- Become completely familiar with the Penn-Mar programs and the impact they have on individuals and our communities.
- Work with the President and CEO, the Penn-Mar Board and Foundation Board to implement a multi-year fund development plan that has recently been created, that correlates with the Penn-Mar strategic plan.
- Work with the Foundation Board to ensure its goals, roles, composition, alignment and structure to the new strategic development plan.
- Work with the President and CEO to aggressively execute the Foundation plan.
Penn-Mar's service area extends through York, Pennsylvania on the north and Baltimore on the south. Our recognition and donor engagement in the York region is significant and less well developed in the Baltimore region. We look to the CDO to elevate visibility and donor engagement across our markets, and especially in the Baltimore region
Key Responsibilities
The CDO plans, directs, and coordinates all development activities, major fundraising activities and special projects. Key responsibilities include:
Board and Committee Staffing: As a member of Penn-Mar's Executive Leadership Team, provides staff support for the Penn-Mar Human Services Board as well as the advancement committee of the agency board; participates in board and committee meetings.
Database & Records Management: Supervises and coordinates activities of staff engaged in maintaining Raiser's Edge and paper records of contributors and grants; ensures security and quality controls; manages related vendors.
Development & Public Relations: Supervises development, marketing and public affairs matters, particularly the creation of various communications such as the annual report, presentations, government relations, executive correspondences and speeches. Produces content for website.
Financial Reporting: Ensures accurate accounting of all income from private support and its sources; working with management team and finance department to fulfill information requests and maintain reporting.
Fundraising and Events Oversight: Provides oversight and direction for the agency's annual schedule of fundraising activities; developing new fundraising strategies and approaches to increase private support.
Major Gift/Donor Solicitation: Provides leadership and staffing support to the Penn-Mar Foundation; produces major donor, board and special category solicitations/support materials with a goal to retain and upgrade gifts.
Planned Giving Oversight: Oversees the planned giving program and makes solicitations; ensures progress tracking of pending legacy and bequest gifts; encourages partial/early disbursement where appropriate.
Planning & Directing: Working with the CEO and the 2 boards, crafts the strategic development plan; establishes short- and long-range goals for unrestricted funding sources; strategizes and orchestrates methods of approach to agency donors; researches public and private grant sources to identify sources of restricted and unrestricted funding.
Works with program staff to develop funding related projects; oversees the individual donor campaigns (e.g., major donors, direct mail and board of trustees); organizes solicitation drives for pledges of ongoing annual support from individuals, corporations, and foundations.
Professional & Team Development: Ensures own professional development through trade organization networks and encourages the same of the team.
Supervisory Responsibility: Currently, the CDO directly supervises two employees in the Development Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Qualifications
We are seeking an individual with the entrepreneurial drive and fundraising and communications skill sets to dramatically increase Penn-Mar's fundraising results. Additionally, we are seeking someone with the interpersonal communications skills, demonstrated ability, and successful track record in cultivating major donors and successfully securing five-figure gifts and above as well as bequest commitments.
Specific qualifications:
- Requires a minimum of 5 years of direct fundraising experience, including major gifts and corporate/private foundation grants;
- Demonstrated ability to identify and build new revenue streams;
- Well-developed written and oral communications skills and style, including strong writing skills;
- Excellent interpersonal and networking skills;
- Strong individual solicitation skills;
- Ability to develop a strong commitment to our mission;
- Experience working with a board of directors;
- Planned giving experience is a plus; and
- Bachelor's degree required; Master's degree preferred.
