The Division of Developmental Disabilities within the Department of Health and Human Services seeks an administrator to guide staff responsible for quality improvement of services for individuals with developmental disabilities within Nebraska. The division's Community Based Services section administers three 1915(c) Medicaid Home and Community Based Services Waivers for adults and children. As a key member of the Community Based Services leadership team, this position will work collaboratively with other members of senior leadership and will supervise a team of dedicated managers and professionals.
Job duties : This position will have oversight and leadership to a team that focuses on ensuring that the Division is adhering to and providing qualified, appropriate services (both specialized and non-specialized) per the CMS guidelines. This position will research, recommend and implement appropriate quality assurance and improvement programs to ensure compliance with CMS protocols and continuously look for and identify opportunities for improvement. The Administrator of Quality Improvement will be responsible for developing and maintaining a quality framework for the Division as well as coaching and supporting team members on how to improve quality within their areas. In addition, other areas of responsibility on a statewide basis for this position include: contract and waiver management, certification of specialized providers, eligibility, and technical assistance. A successful candidate must demonstrate the following skills: leadership and communication with internal and external partners; coaching and development of teams, as well as direct and indirect reports; ability to facilitate initiatives and spearhead efforts to monitor and improve the efficiency and effectiveness of DD services within the state; analyze and interpret data trends; develop comprehensive quality improvement plans, as well as strategically plan and coordinate policies, procedures, and activities to ensure quality DD services for the individuals supported by the Division.
Qualifications / Requirements : Bachelor's degree in public/business administration, social/behavioral science, program evaluation or organization/management analysis or closely related field. Candidate must be familiar with quality improvement principles, tools, and techniques. The successful candidate will demonstrate progressively responsible managerial experience and quality improvement program experience. PREFER: Master's degree in public/business administration, social/behavioral science, program evaluation or organization/management analysis or closely related field. Preference will be given to individuals with experience working with CMS HCBS Waiver programs. Experience in working with statewide developmental disabilities services and programs are desirable. Experience in providing/leading a training and staff development effort is desirable.
Knowledge, skills and abilities : The Division seeks a professional who has extensive knowledge of HCBS Medicaid Waiver programs and the required reporting to the Centers for Medicare and Medicaid Services (CMS). Knowledge of: HCBS Waiver requirements; strong analytical skills including identification of gaps, weaknesses and strengths on a statewide level; proactive and strategic thinking, experience leading a diverse team; problem solving and project management skills; ability to work effectively under pressure; strong communication skills, both verbal and written; knowledge of systems and the data available including how to effectively pull and analyze data to create reports; and ability to understand how to best way to use existing data sets to ensure adherence with CMS guidelines.
