The Oregon Department of Human Services/Developmental Disabilities Program is seeking a progressive and experienced professional to serve as the Director for the Developmental Disabilities (DD) Program.  This position is responsible for client, program and operational outcomes, sharing accountability for those outcomes with the Chief Operations Officer for DD.  This position is located in Salem, Oregon; is executive service and is not represented by a union.

Scope of the Position

The Developmental Disabilities (DD) Program Director represents programs at the state legislature, with federal and Tribal partners, at interdepartmental and interagency settings and with the private sector.  The DD Director develops and maintains strong linkages with all parts of DHS, especially those who provide direct service delivery to clients, in support of development, implementation and provision of services to people with disabilities across Oregon using highly developed adaptive skills to develop solutions.

The DD Program Director reports directly to the DHS Agency Director and is part of the DHS leadership team and shares responsibility and accountability for DHS performance enterprise wide.

  • In partnership with the Governor's Office, DHS Director, DHS leadership team, and the Legislature, sets vision, goals and strategies for the DD program area.
  • Shares responsibility and accountability for program-specific and department-wide outcome and process measures with two-in-the-box partner and with others on the DHS leadership team.
  • Designs, implements, and monitors the DD program as a primary responsibility.
  • Uses data to drive recommendations, decision-making and priorities.
  • Partners with leadership team to prioritize work and improvement efforts that will best accomplish targeted results in the DD program area.
  • Working with the DHS leadership team, provides vision, guidance and direction to meet the needs of our clients.
  • Shares responsibility for managing program resources, including human, financial and technology resources that support operation of the business and programs.
  • Partners with program delivery and the DHS and DD program offices to ensure excellent customer service and program outcomes.
  • Serves as an externally focused enterprise leader, engaging advocates, providers and broad coalitions at the state and local levels to create alignment around program goals, priorities, strategies and results.
  • Testifies and engages with state legislators.
  • Engages and advocates at the federal level, both with the Oregon Congressional delegation and with affiliated advocacy groups and associations.
  • Communicates internally and externally regarding program goals, priorities, strategies and results; championing program vision and direction at every opportunity.
  • Leads and supports the professional development of everyone in the DD program, personally supporting members of your management/leadership team and expecting them to do the same for their staff members.
  •  Leads diversity and equity efforts in all program areas by monitoring, resourcing and ensuring
     access to services for all, especially populations that are underserved.

Working Conditions

Extended work hours especially during legislative sessions.  On-call for legislative/administrative emergencies after hours, weekends and holidays (during sessions).  On-call for field staff in the DD program when program and policy areas must guide the service.  Must be accessible by phone or pager at all times.  National travel for national conferences, national grants, etc.
