Comprehensive Evaluation of the Child With Intellectual Disability or Global Developmental Delays

Global developmental delay and intellectual disability are relatively common pediatric conditions. This report describes the recommended clinical genetics diagnostic approach. The report is based on a review of published reports, most consisting of medium to large case series of diagnostic tests used, and the proportion of those that led to a diagnosis in such patients.

UPDATED: CMS Releases Final Rule on Home and Community Based Services

On January 10 the Centers for Medicare and Medicaid Services issued a regulation that greatly strengthens access to community-based services in the Medicaid program. On March 20, CMS released a toolkit of materials for states and stakeholders.

A Tribute to Senator James M. Jeffords, A True Public Servant

Jim Jeffords was a man of the people---a gentle, soft-spoken man, always seeking to do the right thing. He was a man of integrity, wit, and wisdom---with a twinkle in his eye. He was a humble man, always willing to take the first step to accomplish the goal---though often shunning the limelight and giving credit to others. His primary purpose was to serve the greater good. Often, when he met with constituents visiting his Senate office, as he was running out of the office for a floor vote or committee meeting...he would wave his hand in the air in a grand gesture and state "I am off to do good"...with a broad smile on his face. The truth is, he really meant it.

AUCD Welcomes Ben Jackson as Disability Policy Leadership Fellow

W. Ben Jackson III is currently serving as the AUCD Disability Policy Fellow for 2014-2015. He graduated from The Dickinson School of Law at The Pennsylvania State University in May of 2104. Prior to joining the AUCD he worked with Project HEAL (Health, Education, Advocacy and Law) at the Kennedy Krieger Institute as a law clerk. As a law clerk with Project HEAL he was responsible for researching and drafting memorandums on special education law. He directly advocated for clients by drafting complaints for the Maryland State Department of Education for alleged violations of the Individuals with Disabilities Education Act (2004). He also worked to ensure his clients had appropriate accommodations and placements by advocating during Individualized Education Program meetings.

UC (OH UCEDD), Partners Awarded Funding to Address Health Care Gaps

The University of Cincinnati (UC) College of Nursing, along with the UC College of Medicine and partners at Cincinnati Children's Hospital Medical Center and UC's University Center for Excellence in Developmental Disabilities, has received almost $1 million to develop programs to grow in number and better prepare practitioners to meet the primary care and mental health care needs of the Ohio Medicaid population.

Six by '15: Community Living

At least six states will elect to implement the Community First Choice Option so that their Medicaid recipients with disabilities have access to long-term services and supports in the community

The Affordable Care Act included a new Medicaid option for states called Community First Choice. States that take up the option can provide home and community-based services without a waiver or waiting list and receive increased federal financial support for the services. As of the end of 2013, only California and Oregon had been approved to implement the option by the Centers for Medicare and Medicaid Services (CMS). By the end of 2015, the Six by '15 Campaign would like to see four more states join them in implementing the Community First Choice Option and addressing the institutional bias in their Medicaid programs.
