Medicaid Primary Care Rate Increase: Considerations Beyond 2014

The Medicaid primary care rate increase, a provision of the Affordable Care Act, requires Medicaid programs to reimburse primary care providers at Medicare levels for two years � a �bump� that is funded 100 percent by the federal government in 2013 and 2014. The increase was intended to ensure sufficient provider participation as the Medicaid population expands. As the temporary provision enters its final months, a number of state and federal policymakers are considering extending the rate increase into 2015 and beyond. This new Center for Health Care Strategies (CHCS) brief draws from interviews with policy experts and stakeholders across the country to assesses the policy�s successes and shortcomings.

Money Follows the Person: A 2012 Survey of Transitions, Services and Costs

The Affordable Care Act extended the Money Follows the Person (MFP) demonstration grant program through 2016, giving states further options to transition Medicaid beneficiaries living in institutions back to the community. Enacted into law in 2006 as part of the Deficit Reduction Act (DRA), the MFP demonstration provides states with enhanced federal matching funds for twelve months for each Medicaid beneficiary transitioned from an institutional setting to a community-based setting.

The purpose of this report by the National Academy of Social Insurance (NASI) is to help analysts, policymakers, journalists, constituent organizations, and interested citizens consider how to bring Social Security into long-range balance in ways that address concerns about benefit adequacy. The report outlines approximately 30 options for putting Social Security's finances into 75-year balance and more than 10 ways to make Social Security more adequate for those who rely on it.
