In November 2010, NASDDDS and AUCD launched an unprecedented new initiative designed to bring the two associations together to achieve two important objectives. First, to collaborate in the development of a strong evidence base for developmental disabilities policy and service design within states and nationwide. And second, to create meaningful tools to assist state developmental disabilities agency directors and policy makers in the responsible application of the best available evidence in the design, management and reform of programs, services and supports for persons with intellectual and developmental disabilities (I/DD).
Evidence-Based Policy as conceived by the two associations derives from the widely endorsed focus on "evidence-based practice" in clinical health services. The concept recognizes that policymakers share the same professional responsibility for the acquisition and application of knowledge in policy as clinicians do in the application of evidence-based practice. On a practical level, the idea means that policy makers accept their responsibility to use program models, operational strategies and support practices that have evidence documenting their effectiveness in their efforts to design, manage and reform of systems of support for persons with I/DD.
Planned activities include the development of a series of Evidence Based Policy Briefs providing relevant summaries of research and evaluation findings addressing key, recurring policy questions related to services and supports for persons with I/DD. The series is designed primarily to meet the information needs of state and federal policymakers, advocates, and practitioners. Articles providing critical research reviews of topics of policy significance will be prepared and posted on a jointly supported website. An initial list of key policy issues and topics for examination has been developed by the NASDDDS Research Committee and Board of Directors (see attached).

Steve Hall PhD, Commissioner of the Kentucky Department for Behavioral Health, Developmental & Intellectual Disabilities and Harold Kleinert, EdD, Director of the Human Development Institute at the University of Kentucky will discuss the use of research evidence and data in the development and implementation of enlightened public policy.
