Proposed Rule: Elimination of Reimbursement Under Medicaid for School Administration Expenditures and Costs Related to Transportation of School-Age Children Between Home and School. CMS has had long-held concerns about improper billing by school districts for administrative costs and transportation services and the allocation of these costs to the Medicaid program. In response to this concern, CMS is proposing to eliminate federal reimbursement for transportation from home to school and back for school-age children, since, in the Secretary’s opinion, it does not meet the definition of an “optional medical transportation service” and is not “necessary for the proper and efficient administration of the State Plan.” CMS would continue to provide federal reimbursement for school-based direct medical services costs under IDEA, including transportation from school to a non-school based provider. Comments must be received by November 6, 2007.

Proposed Rule: Request for Information and Comments on Research That Involves Adult Individuals with Impaired Decision-making Capacity. Currently, HHS has broad requirements that address the “rights and welfare” of those who are “likely to be vulnerable to coercion or undue influence…” HHS now wants views on whether or not current regulations are enough to protect vulnerable adults and comments on the need for specific additional standards for this population. Comments must be received by December 12, 2007.

Nominate a Child or Youth with Disabilities for a Yes I Can! International Award. The Council for Exceptional Children’s “Yes I Can! Awards” honor children and youth (ages 2-21) with disabilities who have made significant achievements. Three winners in each of the following categories are selected for their accomplishments: academics, the arts, athletics, community service, employment, extracurricular activities, independent living skills, self-advocacy, and technology. Winners receive a statue and other recognition at the Council for Exceptional Children’s 2008 Annual Convention. The nomination deadline is October 16, 2007.

New NADD Journal Accepting Submissions. The Journal of Mental Health Research in Intellectual Disabilities, the official research journal of the National Association for the Dually Diagnosed (NADD), is soliciting articles in a variety of fields. The journal will accept a wide range of scholarly contributions with an emphasis on empirically-based research, first issue anticipated in 2008.
