Federal Policy Implementation under the Affordable Care Act: Six Issues Whose Final Resolution Awaits, as Implementation Moves Forward

Since the Affordable Care Act (ACA) was signed into law, more than 70 final rules were published implementing its provisions from health insurance market reforms to pending regulation on the nutritional information available on food packaging. In their Health Reform GPS implementation brief, The George Washington University's Sara Rosenbaum reviews policy issues that still await resolution including non-discrimination on the basis of race, national origin, gender, age, or disability in the provision of federally subsidized health insurance; non-discrimination by qualified health plans in the provision of essential health benefits; aligning the Medicaid and Exchange markets; among others.

Champions for Coverage

Starting in October 2013, Americans who don't have insurance can choose from quality, affordable health insurance plans in the Marketplace for coverage that begins in 2014. The Marketplace gives the uninsured more plan choices and helps lower the costs of insurance for working families and small business. To take advantage of the new, online Health Insurance Marketplace, millions of uninsured Americans need to know about it and sign up. We need help from the public and private sectors to let people know about these new benefits and get them enrolled. We encourage you to take advantage of the Marketplace official resources that are available such as posting the Marketplace widget, send an email message, or more. We will host regular national stakeholder calls to present the most up to date Marketplace information and get feedback from stakeholders.

The White House Initiative on Asian Americans and Pacific Islanders (AAPIs) invites you to join a Google Hangout in Korean on Tuesday, August 27, 2013 at 3 pm ET. Nearly 1 in 5 Asian Americans and Pacific Islanders do not have health insurance and among Korean Americans, 1 in 4 do not have health coverage. Access to quality, affordable coverage is critically important to AAPI individuals and families, and now, it will be more accessible than ever through the Affordable Care Act and the new Health Insurance Marketplace, which will open on October 1st.

CMS Announced The Navigator Cooperative Agreements Grantees

Navigators will serve as an in-person resource for Americans who want additional assistance in shopping for and enrolling in plans in the Health Insurance Marketplace this fall. Below are the recipients of Navigator grants in Federally-facilitated and State Partnership Marketplaces, grouped by state. Recipients marked with an asterisk (*) are operating in more than one state. The anticipated grant amount listed in each case only applies to the amount going to that organization for that state's specific operations.

CMS: Released the Outreach and Enrollment Toolkit for Elected Officials

The promise of the Affordable Care Act is within our grasp. Over the summer, community health centers and other organizations will receive funding to help consumers navigate the new Marketplace, and leaders from across the country are stepping up to help Americans learn about their new options and get signed up for coverage. Working together, we are on our way to a healthier America with better health insurance options and better health outcomes for the American people.

HHS Launched Health Insurance Marketplace Educational Tools

HHS has kicked off the Health Insurance Marketplace education effort with a new, consumer-focused HealthCare.gov website and a 24-hours-a-day, 7-days-a-week consumer call center to help prepare for open enrollment and ultimately sign people up for health insurance. The new tools will help Americans understand their choices and select the coverage that best suits their needs when open enrollment in the new Health Insurance Marketplace begins October 1. The HHS Partnership Center will offer a tour of the re-launched website and take questions on August 20 at 2:00 pm ET.

Navigators to Assist Marketplace/Exchange Applicants - HHS/CMS Announce 105 Grant Recipients

On August 15, the Department of Health and Human Services (HHS) and its Center for Medicare and Medicaid Services (CMS) announced the 105 organizations to receive $67 million as navigators to assist potential applicants for health insurance offered through the Affordable Care Act (ACA) marketplace/exchanges. The announcement, the list of recipients, certified application counselors, and other resources, including the rules governing the process, are available.

Obamacare: People With Disabilities Face Complex Choices

The Affordable Care Act has set new standards - called essential health benefits - outlining what health insurance companies must now cover. But there's a catch: Insurance firms can still pick and choose, to some degree, which specific therapies they'll cover within some categories of benefit. And the way insurers interpret the rules could turn out to be a big deal for people with disabilities who need ongoing therapy.
