This position is located in the Mental Retardation and Developmental Disabilities (MRDD) Branch, in the Center for Developmental Biology an Perinatal Medicine (CDBPM) within the National Institute for Child Health and Human Development (NICHD). The Mental Retardation and Developmental Disabilities (MRDD) Branch, is one of four Branches in the Center for Developmental Biology and Perinatal Medicine (CDBPM), that supports research and research training related to the biological, medical, behavioral and social processes that contribute to, or influence the development of mental retardation and developmental disabilities. The latter include, among other autism, cerebral palsy, and down syndrome, and all of which are frequently associated with mental retardation. Research support is aimed at generating new information about the prevention, detection, diagnosis, amelioration, and epidemiology of mental retardation.

Duties

The MRDD Branch is seeking applicants, to serve as a Health Scientist Administrator (Behavioral Scientist) for research planning, development, and administration encompassing the behavioral and social sciences. The incumbent will formulate and plan programs of behavioral and social science research and research training through scientific study and review of emerging and scientifically promising research findings, needs and opportunities.

The incumbent will consult with scientists and administrative officials in research institutions, foundations, governmental, public and private agencies where potential research contributions exist or are needed; conduct intensive analytical studies of particular problem areas in the filed of mental retardation and developmental disabilities; organize and participate in scientific conferences and workshops; and counsel applicants for research and research training in mental retardation and developmental disabilities, including educational and other interventions, basic and clinical behavioral research on a wide range of conditions, and related topics such as family and social relationships. The incumbent will review and monitor grant applications awarded to individual investigators; review research proposals and recommend modification or revisions in line with the program of the Branch; provide feedback to research applicants; monitor research progress; and prepare reports documenting accomplishments.


Qualifications and Evaluation

Qualifications:

All candidates must meet qualifications and time-in-grade requirements of the position within 30 days of the closing date of this vacancy announcement.

Basic Requirements: Degree: major study in an academic field related to the health sciences or allied sciences appropriate to the work of the position.

Evaluation of Experience for Grants Administration Positions: For positions at grades GS-12 and above involved in professional work in grants administration, qualifying experience is considered to be experience in grants administration in areas of science similar or related to the work of the position for which application is made, provided such experience involved professional judgment of a kind and level of difficulty and responsibility essential to successful performance in the position to be filled.

In addition to meeting the basic requirements listed above, applicants for all grades must be U.S. Citizen's and must meet the requirements described in paragraphs A and B below:

A. Successful completion of all requirements for a Ph.D., M.D., (or equivalent doctoral degree), in an accredited college or university, including acceptance of the dissertation, in an academic field related to the health sciences or allied health sciences in the areas of mental retardation, developmental disabilities, neurosciences, medical genetics, birth defects;

OR

B. Successful completion of a full 4-year course of study in an accredited college or university, leading to a bachelor's or higher degree, with major study in an academic field of the health or pertinent sciences which have been applied and utilized by the applicant in health or health-related research and, in addition, at least 1 year of qualifying progressively responsible experience; or any equivalent combination of graduate study and research experience in these fields. This education and experience must demonstrate that the applicant has acquired the scientific knowledge, skills and abilities to apply and utilize them successfully in health or health-related research at a level which is the qualitative equivalent of that acquired in meeting all the requirements for the Ph.D. degree (or equivalent doctoral degree), including the dissertation as indicated above. The appropriate doctoral equivalency must be supported by publications in health or health-related research accomplishment in appropriate scientific journals; or other objective evidence in such form that it may be reviewed and evaluated.

In addition to A and B, you must demonstrate that you have (1) worked independently in planning, organizing, and conducting biomedical behavioral health, or health-related research; (2) served effectively, in research program administration in these fields; and (3) acquired an understanding of the history, interests, internal dynamics, and relationships of organizations in which health research is conducted. This experience may be gained as a principal investigator of a grant or contract, or may otherwise be gained through active involvement in initiating research projects, developing protocols, conducting studies, documenting findings, interpreting results in a published report (journal), supervising staff, and managing the budget.
