Disaster response has made great progress since Hurricane Katrina. FEMA has developed major comuunity-wide and first responder training programs so jurisdictions responding to disasters are organized, have a chain of command and detailed plan. FEMA provides hundreds of free online training courses and pamphlets about preparedness; however, responding to disasters involving persons with disabilities often fall short, in best efforts.
